Apartment renovations follow different rules to villas. There are two separate permissions in play, they are not interchangeable, and the one most owners skip is the one that applies to every job including purely cosmetic work.

Renovating an apartment in Dubai involves two distinct permissions, and confusing them is the most common reason work gets stopped mid-project. The first is the NOC from your building management, owners association, or master developer — required for essentially any work, including minor cosmetic changes. The second is a Dubai Municipality permit, required only once the scope crosses into structural, MEP, or wet-area territory. Owners frequently assume that because their work is "just cosmetic," neither applies. In practice the building management NOC still does, and the threshold for needing the DM permit is lower than most people expect.

The Building Management NOC: Required for Effectively Every Job

An NOC is a written approval from your building management, owners association, or master developer confirming that the planned work does not breach community design guidelines, structural rules, or shared infrastructure.

The important point is how low the threshold is. Even minor work such as tile replacement needs building management approval. Painting, cabinet swaps, and floor overlays may sit below the Dubai Municipality permit threshold, but they do not sit below the NOC threshold.

Requirements also vary building to building. Two apartments in neighbouring towers can face materially different rules on working hours, contractor access, lift protection, debris removal, and which trades are permitted on site at all. In master communities — Emaar, Nakheel, Damac and similar — the developer may need to approve alongside the building management, which adds a second review before anything reaches Dubai Municipality.

When a Dubai Municipality Permit Becomes Mandatory

A DM permit is required once the renovation involves any of the following:

  • Moving or adding electrical or plumbing connection points — relocating a socket, adding an outlet, or shifting a water feed
  • Removing or adding walls or partitions — including non-structural partitions
  • Any change inside a wet area — bathrooms and kitchens, where waterproofing and drainage integrity affect units below
  • Ceiling modifications affecting MEP ducts or structural elements — including work driven purely by lighting design

The wet-area rule catches the largest number of people. A bathroom refresh that appears cosmetic almost always disturbs waterproofing or drainage, and in an apartment that risk transfers directly to the unit below. This is why the threshold sits lower for apartments than for standalone villas.

Cosmetic Work: The One Genuine Exemption, With a Condition

Work that is genuinely cosmetic — paint only, cabinet replacement, or floor tile overlay with no structural change — may not require an authority permit.

The condition attached to that exemption matters: it still requires the building management NOC regardless.

It is also narrower than it sounds. A floor tile overlay is exempt; lifting existing tiles and re-screeding is usually not, because it disturbs the waterproofing layer. Replacing cabinets is exempt; replacing cabinets and relocating the sink is not, because that moves a plumbing connection point. The exemption applies to the specific act, not to the room, and a single element of the scope crossing the line pulls the whole job into permit territory.

Only DM-Approved Contractors Can Submit

This is the constraint that determines who you can actually hire: only licensed Dubai Municipality-approved contractors can legally submit renovation permits.

An unregistered contractor cannot lodge the application at all. The practical consequences show up in two ways. Owners appoint a contractor on price, then discover the permit cannot be filed and have to bring in a second party purely to submit — paying twice and losing weeks. Or work begins without a permit on the assumption it will be regularised later, which turns a scheduling problem into an enforcement one.

If a contractor quoting your apartment renovation is vague about who submits the DM application and under whose registration, that is the question to resolve before signing anything.

The Sequence That Avoids a Stop-Work Notice

The order is fixed, and each step depends on the one before it:

  • Define the scope precisely first. Whether a single element crosses into MEP or wet-area territory determines everything downstream
  • Secure the building management or OA NOC. Required for all work, and in master communities the developer approval runs alongside it
  • Apply for the DM permit if the scope requires one — submitted by a DM-approved contractor, not by the owner
  • Only then begin work

Compressing this by starting before the NOC or permit is issued is what produces stop-work notices, and in an apartment the building management can halt access independently of any authority. Losing contractor access to the building is often the more disruptive outcome.
