What approvals are mandatory in JLT?
All interior works in JLT require a Concordia Fit-out Permit. Depending on the unit type, this is categorized as FODA (Fit-out Drawing Approval for Offices) or RFODA (for Retail). Additionally, Dubai Civil Defence (DCD) must stamp your fire-safety drawings before site mobilization.

JLT is a cluster of towers under DMCC with Concordia as building management. Three separate approvals run at once here, and they are routinely confused with one another.

How DCD sequences with your building permit
DMCC issues the fit-out permit, Concordia issues the building NOC, and DCD approves the fire and life-safety design. Concordia is usually the long pole. Once it is issued, DMCC and DCD can progress in parallel.
The Concordia NOC and the DCD approval are separate reviews applying different criteria. Clearing Concordia does not mean your fire design is approved, and assuming otherwise is the most common cause of rework in JLT fit-outs.
