Documents Required for Trakhees Approval: 2026 Checklist by Zone
Trakhees CED rejects submissions at document validation more often than at engineering review — and the cause is almost always a document the consultant assumed was optional, or a title-block field that doesn't exist on a DM or DDA drawing set. This is the complete checklist, broken down by what's universal, what's zone-specific, and exactly what goes in the title block that Trakhees checks before an engineer ever opens the file.

The Trakhees CED Title Block — Four Fields That Don't Exist on Any Other Dubai Drawing Set
Every Trakhees CED drawing needs a title block carrying fields that simply don't appear on DM or DDA templates. Missing any one of these four causes an automatic rejection at validation, before a human reviewer sees the drawing:
- Trakhees permit number — the reference issued once your application is logged in the e-Permit portal. Drawings submitted before this reference exists are rejected; the permit number has to be requested first, then applied to the title block before the technical drawing set is finalised.
- Nakheel NOC number — required on every drawing for a Nakheel community project (Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Al Furjan, JVC, JVT). Not applicable for JAFZA, which has no Nakheel layer.
- Consultant's Trakhees accreditation number — a separate registration from DM or DDA accreditation. A consultant's DM registration number in this field, or the field left blank, is treated as an unregistered submission regardless of the consultant's actual standing with other authorities.
- PCFC plot reference — the plot identifier from the Trakhees asset register, distinct from the DM plot number used on mainland drawings. Confirm this from your title deed or lease before drawing production starts — it is not always the same number quoted informally by a landlord or community office.
Get any one of these wrong and the drawing set is rejected on format alone, unrelated to the design itself.
Universal Document Package — Every Trakhees Zone
These are required regardless of which Trakhees zone your project sits in:
- Title deed (Nakheel communities) or tenancy agreement (JAFZA, JLT)
- Architectural drawings in Trakhees CED format — DWG and PDF, correct title block
- Structural drawings and certified calculations, where structural works are involved
- MEP drawings in Trakhees CED format, for any MEP modification
- Contractor's current Trakhees registration certificate — DM registration does not substitute
- Contractor All-Risk Insurance certificate — mandatory at the point of portal submission from 2026, not before physical works begin as was previously accepted
- Workmen Compensation Insurance certificate — same 2026 submission-stage requirement
- Risk assessment and method statement — required for JAFZA and any EHS-reviewed commercial project
The 2026 change on insurance is the one most consultants used to older Trakhees practice still miss: both certificates now have to be uploaded at submission, not produced later when construction is about to start. A submission missing them is held at validation regardless of drawing quality.
Nakheel Community Projects — the Additional NOC Package
For Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Al Furjan, JVC and JVT, add the Nakheel layer before anything reaches Trakhees CED:
- Nakheel NOC application — scope-specific description; generic wording ("renovation works") is rejected by Nakheel review before it reaches Trakhees at all
- Preliminary sketch drawings showing the proposed modification against the plot
- Refundable community security deposit receipt — AED 5,000 for most villa modifications, up to AED 20,000 for larger extension scopes
- Nakheel NOC reference number, once issued, entered into the Trakhees CED title block
For Palm Jumeirah specifically, add: a geotechnical investigation report in the 2026 Trakhees CED template for any works within 3 metres of the plot boundary — submissions carrying an older-format report are rejected at document validation, not returned for engineering comment — and confirmation of villa classification (Garden Home vs Signature Villa), since boundary wall height and setback documentation differs between the two on the same frond.
JAFZA — the EHS Document Layer
JAFZA commercial and industrial projects add a full operational-safety document set on top of the universal CED package, because JAFZA requires both CED engineering approval and EHS operational clearance:
- Fire safety drawing set — sprinkler layout, extinguisher placement, emergency lighting plan, evacuation route drawing
- Chemical inventory and storage plan, for any operation storing hazardous materials regardless of quantity
- Environmental impact assessment, for industrial operations
- Structural report from a Trakhees-registered structural engineer, for mezzanine additions or racking systems over 3m in height
No Nakheel NOC applies in JAFZA — the CED submission goes directly to the portal without a developer-NOC pre-condition. This makes the JAFZA document package shorter on the developer-NOC side but longer on the EHS side than a Nakheel community submission.
JLT — the DMCC Layer Before Trakhees Ever Sees the File
Jumeirah Lakes Towers sits in the Trakhees zone for the CED permit itself, but DMCC (Dubai Multi Commodities Centre) is the master developer of the towers, and its building management NOC has to be secured first:
- DMCC building management engineering NOC — response time 7–21 working days depending on the specific building, and this is the step that governs overall JLT project timelines more than Trakhees's own review speed
- Structural confirmation from a Trakhees-registered structural engineer for heavy retail display fit-outs, given JLT's specific floor loading restrictions
Once the DMCC NOC is in hand, the document package reverts to the universal Trakhees CED set above — but the DMCC NOC reference has to be quoted, and DM-format drawings prepared without knowing this two-step sequence are one of the most common reasons a JLT submission stalls before it reaches Trakhees at all.
