Gyms are assessed on two things most fit-outs are not: how many people are in the space, and how heavy the equipment is. Occupancy load drives exit width and can cap your membership model, while free weights impose floor loads an office slab was never designed for. This guide covers both, plus ventilation, wet areas and the Civil Defence requirements.

Occupancy Load — The Number That Can Cap Your Business Model
Occupancy load is the calculated number of people the space can hold, derived from area and use type. It then drives exit width, number of exits and escape route provision.
Why it matters commercially. If your calculated occupancy exceeds what the available exits can serve, the permitted occupancy is reduced to match the exits — not the other way round. A gym designed for 150 simultaneous users in a unit whose exits support 90 will be permitted for 90.
That has direct consequences for class sizes, peak-hour capacity and the membership numbers the business plan assumed.
What drives the calculation:
- Floor area by function — studio spaces, gym floor, changing rooms and reception carry different densities
- Class studios are the highest density — a studio full of mats holds far more people per square metre than a weights floor
- Fixed equipment reduces usable occupancy area but does not necessarily reduce the calculated load
What must then be provided:
- Exit width proportionate to the occupancy
- Number of exits — larger occupancies need more than one, positioned so a single fire cannot block both
- Travel distances within permitted limits
- Door swing in the direction of escape on escape routes
- Corridor and circulation widths
The design implication. Establish the target occupancy early and check it against the unit's available exits before signing the lease. A unit with a single entrance and no secondary escape may simply not support the occupancy your concept requires, and no amount of internal design fixes that.
Studios in particular should be sized against occupancy from the start — a large class studio in a unit with constrained exits is the most common gym design conflict.
Floor Loading, Impact and Acoustic Transmission
Free weights are the structural question.
A weights area concentrates substantial load in a small footprint. Racks, plate-loaded machines and stacked dumbbells impose static loads well above general office or retail design loading. Dropped weights add impact loading on top.
What needs establishing:
- The existing slab design load for the unit
- The imposed load of the intended equipment layout, particularly the free weights zone
- Whether local strengthening is required, or whether the layout can place heavy zones over structurally favourable positions
Positioning matters as much as strengthening. Placing the heavy free-weights area near columns and over primary structural members, rather than mid-span, frequently resolves what would otherwise be a loading problem. This is a design decision that costs nothing if made early.
Upper-floor units carry the most risk. A ground-floor gym on a slab-on-grade rarely has a loading issue. A first-floor or higher unit in a mixed-use building routinely does, and it must be resolved before equipment is procured.
Impact and acoustic transmission — the neighbour problem.
Dropped weights transmit impact noise and vibration to units below and adjacent. In mixed-use buildings this is one of the most common sources of complaint, and buildings increasingly address it in the fit-out NOC conditions.
Typical requirements:
- Specified impact-absorbing flooring in free-weights and functional training areas — this is a genuine engineered build-up, not a rubber mat laid on tiles
- Acoustic isolation where the unit sits above or beside noise-sensitive occupancies
- Restrictions on dropping weights, sometimes written into the building NOC
- Equipment positioning away from party walls
Establish building restrictions before signing. Some buildings prohibit free weights entirely above certain floors, or restrict operating hours for gyms. That is a lease-stage question.
Ventilation, Wet Areas and Civil Defence
Ventilation — higher rates than standard occupancy.
Exercising occupants generate significantly more heat, moisture and CO₂ than seated ones. Ventilation is assessed against that, not against a standard office rate.
- Fresh air rates for the calculated occupancy under exercise conditions
- Cooling capacity for the heat load — equipment, lighting and occupants combined
- Humidity control, particularly in studio spaces
- Extraction from changing rooms, showers and WCs
- Studio-specific provision, since a full class in an enclosed studio is the highest demand point in the facility
Under-provided ventilation is both a compliance issue and an operational one — a hot, humid studio loses members.
Wet areas — extensive.
Changing rooms, showers, WCs and sometimes steam or sauna. Each requires:
- Waterproofing detail and tanking
- Drainage with adequate fall
- Ventilation
- Slip-resistant finishes
- Where steam or sauna is included, the same electrical safety, ventilation, emergency call and escape provisions that apply in spas
Where wet areas are added or relocated in a tenanted unit, this is among the most scrutinised parts of the DM submission.
Civil Defence — public occupancy:
- Means of escape assessed against the calculated occupancy
- Sprinkler and detection coverage revised where partitions and ceilings change
- Emergency lighting throughout
- Occupancy signage
- Where a pool is included, additional provisions apply
Trade licence activity must permit fitness operation, and specific activities such as martial arts, swimming instruction or physiotherapy may be separately licensed. Confirm the licence covers your intended service list before the fit-out submission.
Costs, Timelines and the Three Lease-Stage Checks
Indicative costs (August 2026 — confirm at application):
- DM fit-out permit: AED 1.00/sq.ft. BUA, minimum AED 200, or free-zone fixed band
- Civil Defence NOC: AED 1,000–5,000
- Building management NOC: AED 500–3,000 plus refundable deposit
- DEWA load increase NOC: frequently triggered, since gym equipment, HVAC and lighting carry substantial load
- Structural assessment and any local strengthening: variable, and the largest potential surprise
- Impact-absorbing floor build-up: a construction cost, often under-budgeted
Timelines:
- Permits with parallel submission: 15–25 working days
- Total lease to operating: 6–10 weeks including construction and inspections
The three checks to complete before signing a lease:
1. Do the exits support your target occupancy? Count the available exits and their widths against the occupancy your business model needs. This is the check most likely to make a unit unviable, and it cannot be designed around.
2. Can the slab take your equipment? Particularly on upper floors. Establish the existing design load and compare against the intended free-weights layout. Strengthening is possible but expensive, and repositioning heavy zones is free if decided early.
3. Does the building permit gym use, with free weights, at your intended hours? Some buildings prohibit free weights above certain floors or restrict operating hours. Acoustic and vibration concerns make gyms one of the more restricted uses in mixed-occupancy towers.
The most common expensive error is signing a lease on a unit that looks right commercially — good location, good rent, right area — without checking exit capacity against target occupancy. Discovering afterwards that the permitted occupancy is half the business plan is not a fit-out problem that design can solve.
