Restaurant and F&B Fit-Out Approval Dubai 2026
F&B is the most approval-heavy fit-out in Dubai. Four workstreams run at once — fit-out permit, Civil Defence with kitchen suppression, Dubai Municipality food safety, and gas where applicable — and the food safety inspection needs a substantially complete kitchen. This guide covers all four, the technical requirements that catch operators, and the sequencing that keeps them from compounding.

Kitchen Fire Suppression and Grease Extract
This is where the technical requirements concentrate, and where Civil Defence focuses.
UL 300 wet chemical hood suppression. Required over cooking equipment producing grease-laden vapour — fryers, ranges, griddles, char-grills, woks.
What the system involves:
- Wet chemical agent discharging over the appliances and into the hood plenum
- Nozzle positioning matched to the specific appliance layout — this is the point that matters
- Gas interlock and solenoid valve — gas supply must shut off automatically on system activation
- Electrical shunt trip to isolate powered appliances
- Manual pull station at the escape route
- Extract fan interlock
The critical constraint operators miss: suppression nozzles are positioned for a specific appliance layout. Moving a fryer after commissioning invalidates the system. The appliance schedule must be finalised before the suppression design, and changing your equipment plan mid-project means redesigning and recommissioning.
Grease duct. The extract duct from a commercial kitchen carries grease-laden air and is a genuine fire risk.
- Fire-rated duct construction, with the rating maintained through every compartment it passes
- Access panels at intervals for cleaning — omitted access is a common comment
- Adequate slope and drainage to collection points
- Discharge position — away from fresh air intakes, openable windows and public areas
- Fire dampers where the duct crosses compartments, or a rated enclosure
Extract and make-up air. Extract rate matched to the cooking line, and make-up air to balance it. Without adequate make-up air, the kitchen goes negative, doors become hard to open and the extract underperforms.
Discharge routing is frequently the binding constraint in an existing multi-tenant building. Establish where the duct can physically go, and whether the building permits it, before signing a lease.
Dubai Municipality Food Safety Requirements
Food safety assesses layout and flow as much as equipment, and this is where kitchen designs are most often revised.
Flow separation — the governing principle. Raw and ready-to-eat foods must not cross. Clean and dirty flows must be separated. Waste must not travel back through preparation areas.
What this drives:
- Separate preparation areas for raw and ready-to-eat
- Dedicated wash-up positioned so dirty crockery does not cross preparation
- Waste route out of the kitchen that does not pass through food areas
- Delivery and storage route separate from waste
Required areas operators frequently under-provide:
- Dry store, chilled store and frozen store, separately
- Chemical store, separate from food
- Separate hand wash basins — dedicated to hand washing only, distinct from food prep and wash-up sinks
- Vegetable preparation, where relevant
- Staff changing and facilities
- Waste holding, including segregated waste
Finishes:
- Washable, non-porous, light-coloured walls
- Coved skirting at wall-to-floor junctions — no square corners that trap dirt
- Slip-resistant, cleanable, drained flooring
- Cleanable ceiling
- Sealed junctions throughout
Equipment and services:
- Temperature monitoring for chilled and frozen storage
- Adequate refrigeration capacity for the menu
- Grease interceptor on the kitchen drainage — sized for the operation and accessible for servicing. This is a mandatory requirement, and retrofitting one is disruptive.
- Pest proofing — sealed penetrations, door bottoms, drainage covers
- Potable water supply
Cloud kitchens carry the same food safety requirements per unit, with the added complication of shared extract, shared waste and multiple operators in one facility.
Gas Approval, Licensing and the Four Parallel Workstreams
Gas approval, where cooking gas is used:
- Gas supply design — piped LPG or natural gas
- Pipework specification, materials and pressure testing
- Gas detection with automatic isolation
- Emergency shut-off valve, accessibly positioned
- Ventilation of the gas cylinder store where LPG is used
- Interlock with the kitchen suppression system
- Certification by an approved gas contractor
Gas is a separate approval track and needs opening alongside the others, not after.
Trade licence activity must permit food service. A café licence and a full restaurant licence differ, and specific activities — shisha, alcohol service, bakery production — carry their own requirements. Confirm the licence matches the intended operation before the fit-out submission, because a mismatch is resolved by licence amendment or Change of Use, which is a separate process on its own timeline.
The four parallel workstreams:
1. DM fit-out permit — 15–25 working days
2. Civil Defence NOC — suppression, grease duct, escape — 2–4 weeks
3. DM Food Safety — layout approval, then inspection of the completed kitchen
4. Gas approval, where applicable
Plus a building management NOC in multi-tenant buildings, and a DEWA load increase NOC — commercial kitchens carry heavy electrical load.
Run them together. Sequentially, an F&B fit-out approval that should take 15–25 working days routinely takes three months. There is no requirement to sequence them, and F&B has more independent workstreams than any other fit-out type, so the compounding effect is worst here.
The food safety timing trap. The inspection requires a substantially complete kitchen — equipment installed, finishes done. So the layout must be right before construction. Get food safety's view on the kitchen layout early, exactly as you would with DHA for a clinic.
Costs, Timelines and the Lease-Stage Checks
Indicative costs (August 2026 — confirm at application):
- DM fit-out permit: AED 1.00/sq.ft. BUA, minimum AED 200, or free-zone fixed band
- Civil Defence NOC: AED 1,000–5,000, at the higher end for F&B
- DM food safety permit: variable
- Gas approval and certification: variable
- Building management NOC: AED 500–3,000 plus deposit
- DEWA load increase NOC: frequently triggered
- UL 300 suppression system: a significant equipment and commissioning cost
- Grease interceptor: mandatory, and disruptive to retrofit
Timelines:
- Permits with parallel submission: 15–25 working days
- Total lease to opening: 8–14 weeks including construction and inspections
- Sequential submission: routinely three months or more
Four checks before signing a lease:
1. Where does the kitchen extract go? Duct routing and discharge position is the most common F&B deal-breaker in existing buildings. Discharge must avoid fresh air intakes, openable windows and public areas, and the building must permit the route. This can make an otherwise perfect unit unusable.
2. Is there drainage for a grease interceptor? Mandatory, needs to be accessible for servicing, and retrofitting into a unit without suitable drainage is expensive.
3. Is gas available, or is the kitchen all-electric? This changes the equipment plan, the approval scope and the cost.
4. Does the trade licence and the building permit F&B? Some buildings restrict food service, particularly where extract or waste routing is constrained.
The most expensive error is finalising the appliance schedule after the suppression design, or moving equipment after commissioning — which invalidates the system and requires redesign and recommissioning. Fix the cooking line early.
