Utility NOCs in Dubai: Who Issues What, and How Long They Last
Excavation, demolition or new connections in Dubai need no-objection from the bodies whose services are in the ground. Most projects underestimate this stack. This guide lists who is involved and the official RTA rules on validity and cancellation.

Which of these apply depends on the plot and scope. Confirm with your consultant.
| Body | Typically needed when | Reference |
|---|---|---|
| RTA | Excavation, construction or utility lines in a Right of Way | Res. 273 of 2025, Art. 2 |
| DEWA | Demolition, power or water changes, works near its network | DDA demolition list; DM directory |
| e& and du | Demolition, excavation near telecom plant | DDA lists a telecom provider NOC |
| DM sewerage and stormwater | Projects close to these networks | DM service directory |
| DM groundwater | Discharging groundwater to temporary lagoons | DM service directory |
Sequence: Find the Services Before You Dig
Good practice runs in this order:
1. Collect service information for the plot and any road frontage
2. Apply for NOCs early, since they feed into permits
3. Verify on site, with trial pits and scanning, before mechanical excavation
4. Hand-dig near identified services unless the NOC says otherwise
5. Record any discovered services on as-built drawings
Dubai Municipality also lists a utility lines verification certificate for infrastructure contractors. Follow the conditions printed on each NOC, because they, not general guidance, bind you on site.
Validity and Cancellation: The Rules That Catch Projects
From Administrative Resolution No. (273) of 2025:
- NOC validity: up to six months, renewable, except NOCs for building permits
- NOC application: cancelled if the applicant does not respond within 60 working days, except for building permits
- Permit application: auto-cancelled within 15 days if documents are missing, the applicant does not respond, or the fee is unpaid on approval
- Clearance certificate: apply within 30 days of completing the works
- Reinstatement: permanent reinstatement within 30 days
On a slow-moving project, a NOC can expire before excavation begins. Track expiry dates alongside the programme. See also the ROWPS guide.
Deposits and Black Points
Under Article 16, the RTA can hold a refundable deposit. It is AED 10,000 for pavement occupancy, and in other cases 10% of the project value, capped at AED 1,000,000.
Article 17 runs a black points system: one point per AED 10,000 of fines, and blacklisting at 30 points. One point drops off for each month without violations, so a contractor's record matters when you appoint them.
What We Could Not Confirm
Some widely repeated claims have no official source we could find, including a 10 m trigger distance for telecom NOCs and specific operator fines. e& and du do not publish a NOC procedure we could verify, so apply through their current channels and confirm fees and conditions directly.
