Jurisdiction Questions

How do I know which authority approves my project in Dubai?

It is determined by where the property sits, not by what the work is. Dubai mainland plots go to Dubai Municipality through the BPS portal. Nakheel master communities and the port free zones go to Trakhees. TECOM free zones and several residential communities go to the Dubai Development Authority. JLT goes to DMCC with a Concordia building NOC alongside. Submitting to the wrong authority causes immediate rejection, so confirm jurisdiction before any drawings are produced.

Do I need a developer NOC as well as an authority permit?

In master-developer communities, yes — and they are sequential, not parallel. Nakheel, Emaar or the community management company issues an NOC for the scope of works first, and the authority will not review a submission without it. Budgeting for only the authority permit is one of the most common causes of programme slip.

Which communities need a Trakhees permit rather than a DM permit?

Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Al Furjan, Jumeirah Golf Estates, JAFZA and the Jebel Ali industrial area all fall under Trakhees PCFC. Trakhees uses its own drawing format and fee structure, and in the Nakheel communities a Nakheel NOC is required before Trakhees will accept the submission.
