Office, retail and residential fit-outs in DIFC third-party buildings need a DIFC No Objection Certificate before anyone can approach the Dubai Development Authority (DDA) for the fit-out permit — and before any work begins on site. The DIFC stage is efficient: applications are made online, the initial review starts within one working day, and the maximum processing time is five working days, with the e-NOC sent to the applicant's registered email. The fees are published. What slows tenants down is preparing the submission: drawings stamped by building management, letters from three parties, and proof that the contractor is already registered with the DDA.

DIFC Fit-Out Approval: The Sequence

1. Meet building facilities management — each DIFC building has its own fit-out rules and drawing requirements

2. Confirm the contractor is registered with DDA — proof is required in the DIFC submission

3. Submit the DIFC third-party NOC application online with drawings and letters

4. Receive the DIFC e-NOC by email — within five working days

5. Apply to DDA for the fit-out permit — see DDA office fit-out approval

6. DCD approval for fire and life-safety changes

Documents the DIFC NOC Requires

  • DIFC commercial licence and title deed
  • A3 architectural drawings of existing and proposed layouts, stamped by building FM, the body corporate or the owner
  • Contractor's proof of DDA registration — the registration confirmation email issued by DDA
  • Contractor's trade licence
  • Letters from the tenant, the unit owner and building management
  • For subdivisions: an undertaking letter from the unit owner

The building-management stamp and the contractor's DDA registration are the two items most often missing when tenants first apply.

Contractor Access Through the DIFC Client Portal

Contractor access for fit-out works is handled through the DIFC Client Portal. If the contractor already has a DIFC wallet, the tenant raises a request for contractor access for that contractor. If not, the contractor registers on the DIFC Client Portal and opens a contractor wallet first. Starting this early prevents a gap between the permit being issued and the team being able to mobilise.

Change of Use and Extra GFA — Budget Them Early

The fee for a standard fit-out NOC is modest, but change of use and extra GFA applications are ten times higher at AED 31,500 each, before DDA and DCD costs. A mezzanine in an office, or converting office space to a café or clinic, falls into these categories. Confirm the application type at the feasibility stage so the budget is right.
