Dubai BPS (Building Permit System) Explained 2026
BPS (Building Permit System) is Dubai Municipality's official online platform for every building, fit-out, renovation, and Change of Use permit application. This guide explains what BPS actually does, who is allowed to submit through it, and how its automated drawing-compliance scanner works.

Who Can Submit Through BPS
Only DM-registered engineering consultants hold submission accounts on BPS. A property owner or tenant must work through a registered consultant — like Dar Al Naseeb — who prepares the drawing set, uploads it, tracks the application, responds to technical queries, and downloads the issued permit on the client's behalf.
The BPS AI Drawing Scanner
Since its 2026 upgrade, BPS runs an automated AI scan on every submitted drawing set, checking architectural and MEP drawing layers against Dubai Building Code 2026 formatting standards before a human reviewer ever sees the file. Drawings using outdated layer names or non-compliant PDF/A formatting are auto-rejected at upload — before technical review even begins, and before any fee-based review cycle is consumed.
What Happens After Submission
Once uploaded, the application enters the technical review queue, where a DM engineer checks the design against the Dubai Building Code, Al Sa'fat 2.0 requirements, and any project-specific conditions. Status is tracked directly in the consultant's BPS account — see our DM application status guide for what each status stage means.
