JAFZA (Jebel Ali Free Zone Authority) operates one of the most rigorous warehouse approval processes in Dubai — and one of the most consequential. Every modification to a JAFZA warehouse unit, from basic office partitions to full structural mezzanines, requires formal JAFZA Engineering Department approval. Unapproved works in JAFZA result in stop-work orders, mandatory removal at the operator's cost, fines, and potential licence suspension. Dar Al Naseeb is a JAFZA-registered engineering consultant with over 150 JAFZA warehouse approvals across JAFZA South, JAFZA East, and JAFZA West.

1What Requires JAFZA Approval?

Every physical modification to a JAFZA unit requires prior JAFZA Engineering approval:

Office partitioning and internal subdivisions
Mezzanine floor construction (steel or concrete)
Racking system installation (any height over 1.5m)
Electrical load additions or panel upgrades
External signage and fascia
Loading dock modifications
Utility connections (new water, drainage, compressed air)
Change of use within the JAFZA unit
External structural modifications
Air conditioning system additions
Hazardous material storage facilities

What does not require JAFZA Engineering approval:

Minor cosmetic works — repainting, floor markings, shelving under 1.5m height. However, when in doubt, always confirm with JAFZA Engineering before starting — "minor" classifications are determined by JAFZA inspectors, not operators.

What happens with unapproved works:

JAFZA conducts routine quarterly inspections of all units. Unapproved modifications discovered during inspections result in:

Immediate stop-work notice
Mandatory removal of unauthorized works within 30 days (at operator's cost)
Fine: AED 5,000–25,000 depending on severity
Licence renewal delayed until compliance is confirmed

2JAFZA 2026 Update: BIM Submission Requirement

From January 2026, JAFZA Engineering requires BIM-compatible submissions for all structural modifications. This is one of the most significant changes to affect JAFZA approvals in recent years.

What BIM compatibility means in practice:

For standard fit-outs and office partitions: AutoCAD drawings remain acceptable with a BIM data file attached (IFC format)
For structural mezzanines: Full BIM model required — a 3D structural model in Revit or equivalent
For complex modifications: Full BIM coordination model required including structural, MEP, and architectural disciplines

Why this matters:

Firms using non-BIM consultants, or AutoCAD-only consultants, will have their structural mezzanine applications rejected from 2026. Dar Al Naseeb has full BIM capability and updated all JAFZA submission templates in December 2025.

Implications for operators:

BIM models cost more to produce than standard AutoCAD drawings — typically 20–40% higher for structural submissions. However, BIM models reduce the risk of coordination errors between structural, MEP, and architectural elements, reducing the probability of mid-construction surprises.

3JAFZA Mezzanine Approval — Structural Requirements

Mezzanine floors are the most common and most complex modification in JAFZA warehouses. The process requires both JAFZA Engineering approval and Civil Defense fire safety update.

JAFZA structural requirements for mezzanines:

Live load design minimum: 5.0 kN/m² (for general storage) or higher for specific storage types
Dead load including mezzanine deck and steel structure
Seismic anchoring to JAFZA floor plate specifications (anchor bolt sizes and spacing specified)
Staircase: minimum 900mm clear width, compliant handrails to UAE Standards
Edge protection: minimum 1,100mm high guardrail on all open edges
Fire-rated access hatches if mezzanine serves as a means of escape
All structural steel to be hot-dip galvanized or painted to JAFZA specification

Civil Defense requirements for mezzanines:

If the mezzanine adds occupancy, emergency exit compliance must be verified
Sprinkler head coverage must be updated — new heads may be required under the mezzanine deck
Fire alarm coverage must be extended to include the mezzanine level

JAFZA mezzanine approval timeline: 15–30 working days

4JAFZA Racking Approval — 2026 Requirements

All racking systems over 1.5m in JAFZA warehouses require JAFZA Engineering approval. From 2026, this includes a BIM file attachment for racking over 4m height.

JAFZA racking approval requirements:

Racking layout plan with aisle widths confirmed to JAFZA minimum standards
Structural calculations from a licensed structural engineer confirming load capacity for each bay
Fire sprinkler clearance drawing — minimum 450mm between top of racking and sprinkler deflector
In-rack sprinkler design (required for all racking over 3m with general commodity storage)
Seismic anchoring design — anchor bolt specification to JAFZA floor specification
Floor loading confirmation — total imposed load must not exceed JAFZA unit floor capacity (typically 30–50 kN/m²)
Racking manufacturer product data sheets

High-bay racking (over 6m):

Additional requirements include secondary stability analysis, base plate design verification, and DCD notification. Very high bay racking (over 10m) may require an independent structural peer review.

5JAFZA Hazardous Material Storage Approvals

JAFZA updated its Dangerous Goods (DG) classification and storage requirements in 2025. This affects any operator storing chemicals, flammable liquids, aerosols, gases, or DG-classified products.

Updated 2026 DG requirements in JAFZA:

DG Segregation drawing required — showing storage zones with correct DG class separations
Bund design for liquid DG classes 3, 6, 8 (capacity minimum 110% of largest container)
Ventilation rates specified per DG class and quantity
Chemical-resistant flooring specification
Secondary containment for all liquid DG storage
Emergency shower and eyewash station placement

JAFZA DG permit (separate from standard fit-out permit):

Any JAFZA operator storing DG materials must hold a current JAFZA DG Permit in addition to the standard warehouse fit-out permit. DG permits require annual renewal and are subject to JAFZA EHS inspection.

What constitutes a DG in JAFZA:

Paints, solvents, automotive products, cleaning chemicals, aerosols, batteries, and many industrial chemicals are classified as DG under IMDG code. If your products are shipped as DG, they require DG storage compliance in your JAFZA warehouse.

Frequently Asked Questions

Do I need JAFZA Engineering approval for every change to my warehouse?
Yes. Any physical modification to a JAFZA unit — partitions, mezzanines, racking, electrical additions, external signage, or utility connections — requires JAFZA Engineering Department approval before work commences. Minor cosmetic works (repainting, floor markings) may be exempt, but confirm with JAFZA before starting.
How long does JAFZA warehouse approval take?
Standard fit-out and partition approvals take 10–20 working days. Structural mezzanine approvals take 15–30 working days due to multi-department review including structural engineering verification. Racking approvals take 10–20 working days. Civil Defense runs in parallel in all cases.
What is the new BIM requirement for JAFZA approvals in 2026?
From January 2026, JAFZA requires BIM-compatible submissions for all structural modifications. Standard fit-outs need an IFC file attached alongside AutoCAD drawings. Full structural mezzanines require a full 3D BIM model in Revit or equivalent. This requirement catches many non-specialist consultants who work only in AutoCAD.
Can I use any contractor for works in my JAFZA warehouse?
No. JAFZA requires all contractors executing approved works to be registered in JAFZA's approved contractor database. Contractors not on the JAFZA register are not permitted on site. Dar Al Naseeb works exclusively with JAFZA-registered contractors.
What are JAFZA's fire sprinkler clearance requirements for racking?
Dubai Civil Defense requires a minimum 450mm clearance between the top tier of racking and the nearest sprinkler deflector. For storage over 3m with general commodity products, in-rack sprinklers are required. High-rack storage over 6m requires a specialized sprinkler design reviewed by DCD.
Does JAFZA have special requirements for chemical or DG storage?
Yes. JAFZA updated Dangerous Goods (DG) storage requirements in 2025. Operators storing DG-classified materials need a separate JAFZA DG Permit plus a DG Segregation drawing, bund design, secondary containment, specified ventilation rates, and annual EHS inspection compliance. Standard warehouse fit-out approval does not cover DG storage.
