Warehouse approval in Dubai depends entirely on which zone your unit sits in. JAFZA, Trakhees, Dubai Municipality mainland, Dubai Investments Park and Al Quoz each run different processes, formats and fee structures for the same physical work. Which Zone Governs Your Warehouse?
This determines everything downstream, and it is set by the plot, not by your business activity.
JAFZA (Jebel Ali Free Zone). Submitted through Dubai Trade and reviewed by JAFZA Engineering, with Trakhees CED and EHS involvement depending on scope. JAFZA is Dubai's largest industrial free zone and carries the most structured process — and the most paperwork. Bonded warehouse operations add customs considerations on top.
Trakhees (PCFC zones). Covers Jebel Ali industrial areas, Dubai Maritime City and the ports zones. Two departments matter: CED (Civil Engineering Department) for structural and architectural review, and EHS (Environment, Health & Safety), which is mandatory for commercial fitness certificates and industrial storage permits. Drawings must be in Trakhees CED format with a Trakhees-registered consultant.
Dubai Municipality mainland. Al Quoz, Ras Al Khor, Umm Ramool and other mainland industrial areas. Submitted via BPS, DM-registered consultant, AED 1.00/sq.ft. fee basis. Note that Al Quoz sub-zones (1, 2, 3, 4) each permit different activities — a zoning compliance letter confirming your activity is permitted in your specific sub-zone is frequently required.
Dubai Investments Park (DIP). Its own authority layer alongside the government permit, with its own fit-out and contractor registration requirements.
Dubai South. Logistics District and adjacent areas, with a separate authority process.
How to confirm definitively: the lease and title documents identify the plot and zone. Where a plot sits near a zone boundary — and this genuinely happens in Jebel Ali — confirm with the authority before commissioning drawings rather than after. A warehouse application filed with the wrong authority is closed, not forwarded.
The Five Permits a Warehouse Typically Needs
Very few warehouse projects need only one permit. Understanding the full set upfront is what allows them to run in parallel.
1. Fit-out permit. The base permit covering office-within-warehouse construction, partitions, MEP, flooring, toilets and pantries. 15–25 working days.
2. Racking approval. Any racking system over 1.5m in a commercial warehouse requires formal structural approval — load calculations, seismic anchoring, aisle widths and sprinkler clearance. 7–14 working days for pallet racking; 14–25 where mezzanine racking is involved. 3. Mezzanine permit. Where a mezzanine floor is added, this is a structural permit in its own right — column loads, punching shear at the slab, staircases, guardrails and occupancy. 14–25 working days. Detail: mezzanine approval guide.
4. Civil Defence NOC. Required wherever sprinkler density, detection, escape routes or occupancy change — which in a warehouse is almost always. Racking height drives sprinkler design: over 3m triggers in-rack sprinkler review; high-bay over 6m may require in-rack sprinklers in addition to ceiling-level. 3–6 weeks to Completion Certificate.
5. Specialist clearances, depending on the operation:
- Cold storage — insulation, condensation and low-temperature steel specification
- Hazardous materials — classification-dependent suppression and detection, plus storage separation
- Food storage — Dubai Municipality food safety involvement
- Bonded warehouse — customs requirements alongside the building permits
The sequencing point. These are largely independent reviews. Running them sequentially — fit-out, then racking, then mezzanine, then DCD — turns a six-week programme into four months. Nothing requires that order. Our warehouse fit-out service opens them as one coordinated package.
The Rules That Govern Warehouse Racking and Storage Height
These are the technical thresholds that decide what your warehouse can actually do, and they catch operators who plan storage capacity before checking compliance.
1.5 metres — the approval threshold. Any racking system over 1.5m in a commercial warehouse requires formal structural approval. Below that, generally not.
450mm — the sprinkler clearance rule. Minimum clearance required between the top tier of racking and the nearest sprinkler deflector. If you cannot achieve it, in-rack sprinklers must be installed. This single number determines your maximum usable storage height, and it is the most common reason a racking layout has to be redesigned after the warehouse is leased.
3 metres — the in-rack sprinkler trigger. Racking over 3m requires in-rack sprinkler review and a Civil Defence drawing update.
6 metres — high-bay. Warehouses with racking over 6m may require in-rack sprinklers in addition to ceiling-level sprinklers, with hydraulic calculations proving adequate water density at the highest storage level.
Like-for-like replacement is not automatically exempt. Replacing existing approved racking still requires a modification permit if height, load capacity or configuration change from the approved drawings. Operators frequently assume swapping racking is maintenance; it is not.
Racking types with distinct requirements:
- VNA (Very Narrow Aisle) — specific fire exit compliance drawings and floor anchoring certifications
- Drive-in / drive-through — different load paths and impact protection
- Cantilever — for long goods, different anchoring
- Cold storage racking — condensation resistance and low-temperature steel specification

Practical advice before you lease: check clear height to the sprinkler deflector, not to the roof. The advertised eaves height is not your usable storage height once you subtract 450mm clearance and the racking beam depth.

Realistic timelines, parallel vs sequential:
Parallel (correct approach):

- Warehouse with mezzanine and racking: 6–9 weeks
- Cold storage or hazardous materials: 8–12 weeks
Sequential (what usually happens):
- The same simple fit-out: 10–14 weeks
- The same mezzanine warehouse: 14–20 weeks
The costs not on any fee schedule: structural engineer fees for racking and mezzanine calculations, consultant drawing fees, contractor zone registration where yours is not registered, EHS consultancy for Trakhees and JAFZA units, and the completion inspection.
