Cold Storage Approval Dubai 2026: The Complete Guide
Cold storage is the most technically demanding warehouse fit-out in Dubai. Insulated panel fire ratings, condensation management, low-temperature steel specification for racking, refrigeration plant provision and — where food is stored — Dubai Municipality food safety requirements all layer on top of the standard warehouse permit set. Insulated Panels and Fire Rating — The Defining Constraint
Cold rooms are built from insulated sandwich panels, and the panel core material is the single most scrutinised element of a cold storage submission.
Why it matters. Sandwich panels with combustible cores have been implicated in severe warehouse fires internationally, because fire can propagate within the panel core behind an apparently intact surface. Civil Defence assesses panel specification closely as a result.
What is assessed:
- Core material and its fire classification — this is the primary question
- Panel fire rating in minutes, against the required rating for the compartment
- Fire compartmentation — cold rooms are enclosed volumes, and compartment boundaries must be maintained
- Panel junctions and penetrations — where services pass through panels, fire-stopping must maintain the rating
- Ceiling void and suspended panel details
The procurement trap. Panel specification is frequently decided by the cold room contractor on cost, before the Civil Defence submission is prepared. If the specified core does not meet the required classification, the panels either do not get approved or have to be replaced — after delivery, sometimes after installation.
Get the panel specification agreed with the fire strategy first, then procure. This ordering point alone prevents the most expensive failure in cold storage projects.
Sprinkler provision inside cold rooms. Standard wet sprinkler systems freeze. Cold rooms typically require dry pipe or antifreeze systems, or alternative suppression, and this needs designing into the fire strategy rather than resolved on site.
Condensation, Low-Temperature Steel and Racking
The second cluster of cold-storage-specific requirements concerns what temperature does to materials.
Condensation management. Where warm humid air meets cold surfaces, condensation forms — on structure, on racking, at door thresholds and at panel junctions. Uncontrolled, it causes corrosion, ice build-up, slip hazards and product damage.
Design responses that reviewers expect to see:
- Vapour barrier continuity in the panel envelope
- Air curtains or vestibule/lobby arrangements at dock doors and personnel doors
- Under-floor heating or ventilated void beneath freezer floors, to prevent ground freezing and slab heave
- Drainage provision for defrost water
- Dehumidification where required by the operation
Under-floor heating for freezers is one operators frequently omit at design stage. Sustained sub-zero floor temperature can freeze the ground beneath the slab, causing heave and slab damage over time. It is far cheaper to design in than to remediate.
Low-temperature steel specification for racking. Standard racking steel specified for ambient conditions is not automatically acceptable at chilled or frozen temperatures. Cold storage racking requires separate engineering certification for condensation resistance and low-temperature steel specification.
This means the racking approval package for a cold store is not the same as for an ambient warehouse, even at identical heights and loads. Scoping it as standard pallet racking attracts a comment round. Detail: racking approval guide.
Sprinkler clearance still applies. The 450mm top-tier to deflector clearance is not relaxed in cold storage, and the sprinkler system type is constrained by temperature — so the interaction between racking height, sprinkler type and clearance needs resolving as one problem.
Food Safety, Refrigeration and Operational Approvals
Where the stored goods are food, a further layer applies.
Dubai Municipality food safety requirements:
- Temperature monitoring and recording provision
- Separation of raw and ready-to-eat products
- Hygienic surface finishes — coved junctions, cleanable panels, appropriate floor finishes
- Pest control provision and proofing
- Personnel hygiene facilities appropriate to the operation
- Product traceability arrangements
Temperature bands matter to the approval. Chilled, frozen and deep-frozen operations carry different requirements, and mixed-temperature facilities need clear zoning. Declare the actual operating temperatures at the design stage — retrofitting a temperature band change is disproportionately expensive because it affects panel specification, refrigeration sizing and racking specification simultaneously.
Refrigeration plant.
- Plant room location, ventilation and access
- Refrigerant type and its safety classification — this affects detection and ventilation requirements
- Refrigerant leak detection where required
- Electrical load, which frequently triggers a DEWA load increase NOC running in parallel
- Condenser location and heat rejection
- Standby power provision, which is an operational resilience question but often designed in at the same time
Pharmaceutical and temperature-sensitive goods carry additional requirements around validation, monitoring and backup, which sit outside the building permit but shape the design.

Cold Storage Timelines, Costs and Sequencing
Realistic timelines with parallel submission:
- Small cold room within an existing warehouse: 6–9 weeks
- Full cold storage facility fit-out: 10–14 weeks
- Multi-temperature facility with food safety: 12–18 weeks
Sequential submission substantially exceeds these — cold storage has more independent workstreams than any other warehouse type, so the compounding effect of sequencing is worse.
Indicative costs (August 2026 — confirm at application):
- Warehouse fit-out permit: AED 1.00/sq.ft. BUA (DM) or fixed band (free zones)
- Racking approval with low-temperature certification: AED 2,500–8,000 plus engineering
- Civil Defence NOC: AED 1,000–5,000, typically at the higher end given panel and suppression review
- DEWA load increase NOC: variable by load
- Food safety approval: variable by operation
The sequence that works:
1. Confirm operating temperature bands and goods type — everything follows from this
2. Agree panel specification against the fire strategy before procurement
3. Specify racking to low-temperature requirements from the outset
4. Open all six workstreams together
5. Coordinate the Civil Defence review across panels, sprinkler type and racking clearance as one problem, not three
