Demolition Permit Dubai 2026: Routes, NOCs and Fees

DM or DDAMechanical vs Controlled ExplosionDocumentsHoardingRenewal

Structural demolition in Dubai needs a permit from the authority that governs the plot, and the contractor applies. The Dubai Development Authority publishes its fee and document list; the rest of this guide shows how those requirements translate, and what changes with the demolition method.

A demolition permit authorises structural demolition work in Dubai. It comes from the authority governing your plot: Dubai Municipality on most of the mainland, the Dubai Development Authority in DDA areas, and Trakhees in its zones. The contractor is the applicant, not the owner. DDA's service page is the clearest published reference: AED 1,000 per unit per floor plus AED 20 in transaction dirhams, with an estimated 5 working days. Dubai Municipality's directory lists demolition among its permit services, but we did not find a fee on the pages we reviewed, so treat DDA's figure as DDA-only.
DDA Requirements

DDA sets different NOC lists by method. This is the single biggest driver of lead time:

DEWA NOCRequiredRequired
Telecom provider NOCRequiredRequired
Civil Defence NOCNot listedRequired
Police NOCNot listedRequired

Documents for a Demolition Permit

DDA's published list is the useful benchmark:

  • Site setting-out plan showing the area to be demolished, in Circular 400 format
  • Fence or hoarding layout, in Circular 400 format
  • Method statement, specific HSE and emergency plan, and risk assessments
  • Study of the demolition's impact on surrounding buildings
  • NOCs from the relevant authorities (see the table above)
  • Site photographs

The neighbour impact study is often underestimated. On tight plots it can drive the method, the sequence and the protective works, so commission it before you price the job.

02

Which Authority Issues It

Start from the plot, not the building type:

  • Mainland plots: Dubai Municipality, through the Building Permit System. See how BPS works.
  • DDA areas: applied for online through Zoning e-Services, under a new Demolition project.
  • Trakhees zones: see the Trakhees approval guide.

In a master community, expect a developer NOC first, and confirm any service disconnections before site works begin.

03

Hoarding, Road Access and Renewal

Demolition rarely needs just one permit. Under Administrative Resolution No. (273) of 2025, the RTA requires a permit for installing fences around construction sites, creating temporary site access points and moving heavy construction vehicles. These sit alongside the demolition permit. See construction site permits.

If works have not started or have stopped, Dubai Municipality offers an instant service to renew a building or demolition permit.

04

What We Could Not Confirm

Several claims circulate on contractor sites without a source we could verify, including a mandatory asbestos survey for older buildings and a waste-plan threshold of 1,000 m². Either may well apply to your job, so ask your consultant, but do not rely on the figure from a blog post. DM's fee and permit validity should also be confirmed at application.

Frequently Asked Questions

01Who applies for a demolition permit in Dubai?
The contractor. DDA lists the contractor as the requester for its Demolition Permit, and demolition should be carried out by a licensed contractor registered with the relevant authority.
02How much is a demolition permit in Dubai?
DDA charges AED 1,000 per unit per floor, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction. This is DDA's fee only. Confirm Dubai Municipality's fee at application.
03How long does a demolition permit take?
DDA estimates 5 working days once the application is complete. Collecting NOCs and preparing the neighbour impact study usually takes longer than the permit itself.
04Which NOCs do I need for demolition?
For mechanical demolition, DDA lists DEWA and the telecom provider. For a controlled explosion it adds Civil Defence, Police and RTA, plus a seismic or vibration survey.
05Do I need a permit to demolish part of a building?
Structural demolition needs approval even when partial. If the work only touches non-structural items inside a unit, a fit-out or decoration route may apply instead, so have the scope assessed first.
06Can a demolition permit be renewed?
Yes. Dubai Municipality lists an instant service to renew a building or demolition permit if works have not started or have stopped.
