Construction Site Permits in Dubai: The Mobilisation Checklist
A building permit does not let you mobilise on its own. Fencing the site, opening an access, running a generator or working at night each has its own permit, from Dubai Municipality or the RTA. This is the checklist most contractors assemble the hard way.

Not every site needs every line. In DDA or Trakhees areas, the building-side items run through that authority instead.

Night Work in Construction Projects
Dubai Municipality issues a Night Work Permit for building and construction works, valid within specific hours for a set period and subject to the conditions in the application.
Community rules can be stricter still. Emaar communities, for example, restrict contractor hours and noisy work, as explained in the ECM permits guide. In a live community, a DM permit does not automatically override the developer's rules.
Fences, Access and Road Occupation
RTA treats these as separate permits, even on small sites. Under Administrative Resolution No. (273) of 2025:
- A permit is valid for one year, renewable
- Applications auto-cancel within 15 days if documents are missing, you do not respond, or the fee is unpaid
- Traffic diversions need a detailed design under the Work Zone Traffic Management Manual
If your fence or access closes a lane, see the road closure and diversion permit guide.
Levels, Demarcation and Site Materials
Several smaller DM services can hold up day one:
- Land demarcation for soil testing and levelling, or to re-fix lost points
- Ground levels verification certificate, required for building permits
- Permit for sand shift and the service to obtain sand for under-construction projects
- NOC to discharge groundwater into temporary lagoons, within 5 days
For works below ground, see shoring and excavation permits. For underground services see utility NOCs.
