Shoring and Excavation Permits in Dubai 2026

The 2 m RuleDocumentsDDA FeesNeighbour NOCGroundwaterInspection

Dubai's building bylaw requires a shoring system in excavations deeper than 2 m, and shoring needs its own permit before the building permit stage is complete. DDA publishes exact fees and documents; Dubai Municipality handles it through its site preparation service.

DDA permit validity
Under Dubai's building bylaw, as amended by Administrative Resolution No. (37) of 2021, shoring must be used in excavations deeper than 2 m, and sites near water bodies need watertight systems. Shoring therefore needs its own approval, on top of the design and building permits. On the mainland, Dubai Municipality covers this through its permit for construction site preparation, hoarding, piling and shoring. In DDA areas it is a separate Shoring Permit: AED 0.05 per ft² of total built-up area, an estimated 3 working days, and 4 years' validity once approved.

Documents Required for a Shoring Permit

DDA's list is the most complete published reference:

  • Soil investigation report
  • Appointment letter signed by owner, consultant and contractor
  • Geotechnical design calculations (slope stability) for open excavation
  • Geotechnical model
  • Shoring design drawings, in Circular 400 format
  • Shoring design review checklist
  • NOCs from relevant authorities, where applicable
  • NOC from the neighbour or plot owner if excavation or anchors enter the neighbouring plot
  • Third-party geotechnical peer review, where triggered

The neighbour NOC deserves early attention. Anchors crossing a boundary turn a technical matter into a negotiation with another owner, and that timeline is outside your control. If the NOC looks unlikely, redesign without anchors before you submit.

02

Shoring Design Basis

The bylaw's excavation shoring provisions name Eurocode 7 and BS 8081 among the design codes. Works close to protected road zones, including excavation, piling, shoring and foundations, must also observe the legislation on roads and public transport.

That second point is why roadside basements often need RTA involvement. See utility NOCs and the ROWPS right-of-way permit.

03

Groundwater and Inspection on Site

Dubai Municipality's directory shows two services worth building into the programme:

  • NOC to discharge groundwater into temporary lagoons, needed before construction starts, within 5 days
  • Request site structural inspection, for shoring works after excavation at key levels, through the DM website or BPS, free if no re-demarcation is needed

High groundwater is common near the coast and creek. If dewatering is likely, budget and programme it from the start rather than discovering it during excavation.

04

Where Shoring Sits in the Permit Sequence

A typical order for a new building is affection plan, soil investigation, preliminary design approval, shoring permit, excavation, then the main structure under the building permit. In DDA areas, the shoring fee already paid is deducted from the final building permit, so it is not a pure additional cost.

Frequently Asked Questions

01When is shoring required in Dubai?
The building bylaw, as amended by Administrative Resolution No. (37) of 2021, requires shoring systems in all excavation deeper than 2 m. Sites close to water bodies need watertight systems.
02How much does a shoring permit cost in Dubai?
DDA charges AED 0.05 per ft² of total built-up area, plus AED 20 in per-transaction dirhams, and deducts the fee from the final building permit. Confirm Dubai Municipality's charges at application.
03How long is a shoring permit valid?
DDA states the approved permit is valid for 4 years. Renewal is AED 0.03 per ft² per month requested, capped at AED 6,000 a month.
04Do I need my neighbour's approval for shoring anchors?
Yes, if excavation or anchors enter the neighbouring plot. DDA lists a NOC from the neighbour or plot owner in that case.
05When does shoring need a third-party review?
DDA requires a third-party geotechnical peer review for more than 3 basements, or special projects near water bodies.
06Can excavation start before the shoring permit?
No. Shoring and excavation works need their approval in place first, and DDA requires Preliminary Design Approval before the shoring permit can be applied for.
