Building a new villa in Dubai is a regulated sequence, not a single permit. The plot's affection plan sets what can be built; a registered engineering consultant designs to it; the building permit is issued through Dubai Municipality's BPS (or DDA or Trakhees where the plot falls in their zone); construction is inspected in stages; and a completion certificate is required before utilities are permanently connected. The owner cannot submit the permit directly — every submission goes through a registered consultant. Stage 1: Affection Plan and Plot Rules

The affection plan confirms the plot's boundaries, permitted use and planning parameters — the starting point for any design. Get it first, before any architect sketches.

Villa plots are subject to master-plan controls on building height (standard villas are commonly limited to G+1), plot coverage, setbacks from boundaries and parking. Stage 2: Design by a Registered Consultant

A Dubai Municipality-registered engineering consultant prepares the full set:

  • Architectural drawings — plans, elevations, sections
  • Structural design and calculations, with a soil investigation report
  • MEP drawings — electrical, plumbing, drainage, HVAC
  • Fire and life-safety design
  • Al Sa'fat 2.0 sustainability compliance — Silver is mandatory for new DM permits, covering insulation U-values, glazing, water and energy efficiency

Stage 3: Building Permit and NOCs

The consultant submits through BPS, where the drawings are checked for formatting and compliance before technical review. Service-provider NOCs are coordinated in parallel — DEWA for power and water, DCD for fire safety, and the RTA where access or road frontage is affected. In a master community, the developer NOC is needed before the government submission.

Stage 4: Construction and Staged Inspections

Once the permit is issued, a registered contractor with the right classification for the project builds the villa. Inspections take place at defined stages — foundations, structure, MEP rough-in and finishes — and the consultant supervises to keep site works matching the approved drawings.

Changes during construction must be approved as permit revisions. Unapproved changes are the most common reason for problems at completion.

Stage 5: Completion Certificate and Utility Connection

When construction is finished, the final inspections are carried out, DCD signs off fire and life-safety systems, and the building completion certificate is issued. This is required for permanent DEWA connection and to register the completed building.
