What ECM Permits (ecmpermits.ae) Actually Issues
ecmpermits.ae issues community access permits — authorisation for named workers and specific vehicles from a registered contracting company to enter an Emaar community and carry out work there.
It does not approve the work itself. That is a separate approval: an Emaar NOC for the scope, and a Dubai Municipality permit for anything structural, MEP or wet-area related. A contractor holding a valid ECM entry permit but no DM permit is authorised to be on site and not authorised to build — a distinction that surfaces during community inspections.

Why Most First Registrations on ecmpermits.ae Get Rejected
Three failure points account for the majority of rejected first attempts:
Staff visa sponsorship. Every worker added to a permit must be under the registered contracting company's own visa sponsorship. Workers on another company's visa — subcontracted labour, supplied crews, freelance trades — cannot be added, and the application is rejected rather than partially approved.
Permit type versus job duration. ECM permit types are scaled to how long the work runs. Selecting a short-visit type for a multi-week renovation forces a re-application partway through the job, usually after the team is already mobilised.
Missing resident approval. Long-term permits require the resident to log in and approve the request on the community portal. The contractor submitting is only half the process — until the homeowner or tenant confirms on their side, ECM will not issue.
Community Work Timings — the Rule That Catches Contractors Out
Approved permits are still bound by community timing rules. Standard contractor work timings inside Emaar communities are 8 AM to 5 PM, every day except Sundays and public holidays.
Noisy work is restricted further: a mandatory quiet period from 1 PM to 3 PM on all operational days. Concrete cutting, core drilling and heavy demolition scheduled across that window will be stopped by community security regardless of a valid permit — so programme the noisy trades around it rather than discovering it on day one.
If You Are a Resident, Not a Contractor
Residents do not register on ecmpermits.ae. Two different routes apply:

A renovation inside an Emaar community typically needs all of the following, in this order — and they are issued by different bodies, on different timelines:
1. Emaar NOC for the scope of works — Emaar Community Portal
2. Dubai Municipality permit for the works themselves — BPS, submitted by a DM-registered consultant
3. DCD approval where fire and life-safety systems are affected
4. ECM Contractor Entry Permit for the team and vehicles — ecmpermits.ae
