Which Communities Dubai Holding Community Management Covers

The 80+ communities fall into three developer families, and the family decides which online services portal you use:

  • Nakheel communities — including Palm Jumeirah, Falcon City, Bluewaters and Madinat Jumeirah Living → Nakheel Online Services
  • Meraas communities — including La Mer, Dubai Harbour, City Walk and Nikki Beach Residences → eservices.meraas.com
  • Dubai Properties communities — including Business Bay, Mudon, Jumeirah Beach Residence and Dubai Studio City → eservices.dp.ae

Community management (access, move permits, minor works, service charges) is now unified under Dubai Holding. Developer-level approvals — design guidelines, modification NOCs — still follow the original developer's rules.

Minor Modifications Permit vs Developer NOC — Not the Same Thing

The Minor Modifications Permit is a community-access permit. It is required when alterations run beyond a single day or need multiple contractor visits, and it is applied for through the Community App at least 24 hours ahead (or 72 hours ahead by email). It authorises the contractor to come and go — it does not approve the design.

A developer modification NOC is a design approval. Anything that changes the structure, the external appearance, the built-up area or the MEP services — an extension, a pergola, a pool, a wall removal, a façade change — needs drawings reviewed against the community's design guidelines before any government permit can be applied for.

Treating the Minor Modifications Permit as "the approval" is the most expensive mistake we see in these communities: the contractor is on site legally, but the works themselves are unapproved and exposed to stop-work notices and reinstatement.

Which Government Authority Approves the Works

After the developer NOC, the works need a government permit — and Dubai Holding communities span several jurisdictions:

1. Confirm the developer family and the government authority for your plot

2. Developer modification NOC — drawings submitted through the relevant online services portal

3. Government permit — Trakhees, DM or DDA, submitted by a registered consultant

4. DCD approval where fire systems are affected

5. Minor Modifications Permit via the Community App for contractor access

6. Completion — authority completion, then developer inspection and deposit release
