When You Need an RTA Diversion Permit
A diversion permit is needed whenever works inside the public right of way affect traffic, for example:
- Lane closures for utility connections, road crossings or excavation
- Full or partial road diversions during construction
- Crane, concrete pump or delivery set-ups that occupy the carriageway
- Site access works that interrupt traffic flow on an adjacent road

Documents Required
- Detailed layout drawings of the diversion, signed and stamped by the contractor, the consultant and the applicant

The diversion layout is designed according to the type of work, the number of lanes being closed and the road's speed limit, following the RTA's traffic diversion standards. A layout that does not match the speed class of the road is the most common reason for a resubmission.
Fees and Timeline
ROW permit fee: AED 220
Knowledge and Innovation fee: AED 20
Refundable deposit: where temporary occupation of the right of way requires one
Processing time: 7 working days, which can be extended if other approvals are needed. Two conditions catch applicants out: the application is cancelled automatically if fees are not paid within the specified period, or if a query from the processor is left unanswered for 15 days.
After the Permit: The Steps That Actually Delay Site Start
An issued permit does not mean the road can be closed tomorrow. Before mobilising, the contractor must:
1. Coordinate with Dubai Police and the RTA traffic department
2. Coordinate directly with the RTA inspection section and the right-of-way services section
3. Comply with time restrictions — noise-generating activities near residential areas and heavy-vehicle movements are restricted to permitted hours
