A mezzanine does not just add floor area — it changes the fire strategy of everything beneath it. That single fact drives most of the Civil Defence requirements, and it is why mezzanine budgets so often break at the fire stage. The ceiling sprinklers that protected an open warehouse volume no longer reach the floor once a deck is installed at 4 metres. Under-Deck Sprinklers — The Cost Everyone Misses

The problem. Sprinklers at ceiling level are designed to discharge onto the floor below. Install a solid mezzanine deck at 4 metres and the deck obstructs them — the area beneath is now unprotected.

The consequence. Sprinklers are generally required beneath the mezzanine deck, feeding from the existing system. This means:

  • New pipework routed beneath the deck
  • Additional heads at appropriate spacing
  • Hydraulic recalculation of the whole system, because you are adding demand
  • Possible upgrade to the incoming supply or pump, if the existing system cannot carry the additional heads
  • A Civil Defence drawing update

Why it breaks budgets. Operators budget the mezzanine as steel and decking. The sprinkler works beneath it are a separate construction cost that can be substantial, particularly where hydraulic recalculation shows the existing system needs upgrading to serve the additional heads.

When it applies. Mezzanines over a certain area almost always trigger it. Very small platforms may not. The determining factors are area, the use beneath, and whether the deck is solid or open-grid.

Open-grid decking is worth considering at design stage. Where the operation permits it, grid or mesh decking can allow sprinkler discharge to pass through, potentially avoiding under-deck sprinklers entirely. It is not suitable for every use — small items fall through, and it is unsuitable for office areas — but where it works, it removes the largest single fire-related cost.

Get the fire strategy input before finalising the deck specification. Choosing solid decking for convenience and then discovering the sprinkler implication is the expensive order.

Means of Escape and Travel Distances

Adding an occupied level introduces escape requirements that the ground floor alone did not carry.

What Civil Defence assesses:

Travel distance from the mezzanine. Measured from the furthest point on the mezzanine, down the staircase, and along the ground floor route to a final exit. This cumulative distance is what matters — a mezzanine at the back of a deep warehouse can exceed permitted travel distance even with a compliant staircase, simply because of the ground-floor run to the exit.

Number of escape routes. A single staircase may be acceptable for small, lightly occupied mezzanines. Larger area or higher occupancy typically requires two means of escape, positioned so a single fire cannot block both.

Staircase discharge point. A staircase that discharges into a racking aisle, into a dead end, or in a position that increases travel distance is refused. The stair position is a fire strategy decision, not just an operational convenience.

Occupancy calculation. Drives escape width and route numbers. Office mezzanines carry higher occupancy density than storage mezzanines, so declared use materially affects escape provision.

Dead-end conditions. A mezzanine with a single stair at one end creates a dead-end travel condition, which is limited by distance.

The design implication: escape provision should shape the mezzanine layout and stair position from the outset. Retro-fitting a second staircase after the structural design is fixed means revisiting the column grid, which cascades into the slab check.

Emergency lighting is required on the mezzanine, on the staircase, and along the ground-floor escape route to the final exit.

Detection, Fire Rating and the Full DCD Package

Smoke detection beneath the mezzanine. The same obstruction logic that applies to sprinklers applies to ceiling-mounted detectors — a deck at 4 metres prevents smoke from a fire beneath it reaching ceiling-level detection promptly. Detection beneath the deck is therefore normally required, tied into the existing fire alarm panel.

Fire rating of the mezzanine structure. Whether the mezzanine steelwork requires fire protection depends on occupancy, area and the building's overall fire strategy. Where required, intumescent coating or board protection is applied to columns and beams — a cost worth establishing early, because it affects both budget and the steel specification.

Fire separation. Where the mezzanine is used for a different purpose from the space beneath — an office mezzanine over a warehouse, for instance — fire separation between the two may be required, including rated construction and protected openings.
