Warehouse Mezzanine Approval Dubai 2026: Structural Rules and Process
A warehouse mezzanine is a structural permit, not a fit-out variation. The question that decides most applications is whether the existing floor slab can carry the concentrated column loads — the punching shear check that is the single most common technical comment on Dubai mezzanine submissions. This guide covers the structural requirements, the fire and access rules, and the zone differences.

The Slab Question — Punching Shear and Why It Decides Everything
A mezzanine transfers its entire load — structure, stored goods, people, equipment — into a small number of column base plates. Those base plates sit on a floor slab that was designed for distributed loading from vehicles and pallets, not concentrated point loads.
Punching shear is the failure mode where a concentrated load punches through a slab locally, around the base plate. It is the check reviewers look for and the one most often missing.
What the structural submission must address:
- Column base plate loads — the actual point load at each column position
- Existing slab thickness and reinforcement — from original drawings where available, or investigation where not
- Punching shear capacity at each base plate, against the imposed load
- Base plate sizing — larger plates spread load and can resolve a marginal case
- Ground bearing conditions beneath the slab
Where the original slab drawings do not exist — common in older warehouses — the options are a conservative assumption, or physical investigation such as coring and rebar scanning. Conservative assumptions can force unnecessary strengthening; investigation costs money but often proves the slab is adequate.
If the slab is inadequate, the usual solutions are:
- Increasing base plate size to spread the load
- Adding more columns at closer centres, reducing individual point loads
- Local slab thickening or a pad foundation at each column
- Reducing the design imposed load on the mezzanine — which limits how you can use it
The practical implication: establish the slab position before the mezzanine layout is fixed. A grid designed for operational convenience and then found to overload the slab has to be redesigned, and column positions drive everything else in the warehouse layout.
Imposed Loads, Use and Why Declared Use Matters
The mezzanine's design imposed load is declared at submission, and it constrains what you may legally do with the space afterwards.
Typical use categories, lightest to heaviest:
- Office / light use — the lightest, suitable for desks and light occupancy
- Light storage
- General storage
- Heavy storage or plant — the highest, driving the largest column and slab loads
Why the declaration matters more than owners expect. A mezzanine approved and designed for office use cannot lawfully be used for pallet storage. The declared use appears on the approval; using it more heavily is a compliance breach and, more importantly, a genuine structural risk.
This surfaces in practice when a tenant approves an "office mezzanine" for cost reasons, then begins storing stock on it as the business grows. Inspections do catch it.
Design for realistic future use. The marginal cost of designing a mezzanine for storage rather than office loading is modest at design stage. Upgrading later means a fresh structural submission and potentially strengthening works — dramatically more expensive.
Occupancy also drives fire and escape requirements. An office mezzanine with people working on it attracts means-of-escape provision that a purely storage mezzanine does not — travel distances, escape stair provision, and potentially a second means of escape depending on area and occupancy.
Point loads on the mezzanine itself. Where racking sits on the mezzanine deck, or where plant is installed, those are concentrated loads on the mezzanine structure and must be shown — not averaged into a uniform imposed load.
Staircases, Guardrails, Fire and Access Requirements
Beyond structure, mezzanine approval is assessed on safe access and escape.
Staircases:
- Width appropriate to the occupancy served
- Riser and going dimensions within permitted limits
- Handrails to both sides where required
- Landing provision on longer flights
- Position — a staircase discharging into a racking aisle or blocking a fire exit route is refused
- Number of stairs — larger or more heavily occupied mezzanines may need two
Guardrails and edge protection:
- Continuous edge protection to all open edges
- Height and infill meeting the required standard
- Loading gates where goods are lifted onto the mezzanine — a critical detail. Pallet gates or swing gates must protect the opening at all times, and a simple removable chain is not acceptable where regular loading occurs.
- Toe boards to prevent objects falling to the level below
Fire and sprinkler provision — the point most often missed:
A mezzanine creates a new floor level beneath the existing sprinkler system. Ceiling-level sprinklers no longer protect the area under the mezzanine deck, because the deck obstructs them.
Sprinklers are therefore generally required beneath the mezzanine deck, which is a Civil Defence drawing update and a real cost. Mezzanines over a certain area almost always trigger this. It is frequently omitted from initial budgets and then appears as a surprise.
Additionally:
- Smoke detection beneath the mezzanine
- Emergency lighting on the mezzanine and escape routes
- Means of escape from the mezzanine level, with travel distances measured from the furthest point
- Fire rating of the mezzanine structure, where required by occupancy and area

Zone Differences, Fees and Timelines
Dubai Municipality (mainland — Al Quoz, Ras Al Khor, Umm Ramool). Mezzanine permit via BPS. Fee basis AED 1.00/sq.ft. of mezzanine BUA, minimum AED 200, though larger schemes vary. DM-registered consultant, Dubai Building Code drawing conventions. 7–15 working days.
Trakhees CED (Jebel Ali industrial, Maritime City, ports). Trakhees CED format, Trakhees-registered consultant, EHS involvement for industrial storage use. Fixed fee bands. 14–25 working days.
JAFZA. Via Dubai Trade to JAFZA Engineering, with Trakhees CED structural review. Mezzanine permit typically AED 5,000–15,000 depending on area. 14–25 working days.
Indicative total costs (August 2026 — confirm at application):
- Mezzanine permit: AED 5,000–15,000 depending on area and zone
- Structural engineer stamped calculations: AED 1,500–4,000
- Slab investigation, where original drawings are unavailable: variable
- Civil Defence NOC for under-deck sprinklers: AED 1,000–5,000
- Sprinkler installation beneath the deck: a construction cost, and frequently the largest single surprise
The three errors that cost most:
1. Omitting the punching shear check from the first submission — costs a comment round, and worse if the slab then proves inadequate after the layout is fixed
2. Not budgeting under-deck sprinklers — this is a real construction cost, not a permit line item
3. Declaring office use to save cost, then storing goods on the mezzanine — a compliance breach and a structural risk
