Mezzanine approvals in Dubai fail on a short, predictable list of causes — and unlike some approvals, most of them are genuinely technical rather than administrative. The most common by a clear margin is the missing punching shear check. After that: fire provision that was never designed or budgeted, escape distances that do not work from the mezzanine's position, and a declared use that does not match the intended one. There is also a fifth scenario that deserves its own treatment: the mezzanine that is already built without approval, discovered at inspection or during a property transaction. Cause 1 — Missing or Inadequate Punching Shear Check

Programme cost: one comment round minimum, 1–3 weeks. Far more if the slab proves inadequate.

This is the most common technical rejection on Dubai mezzanine submissions.

What happens. The structural submission covers the mezzanine itself competently — beams, columns, connections, deck — but does not demonstrate that the existing floor slab can carry the concentrated point loads at each column base plate. The reviewer asks for it.

Why it is omitted. The mezzanine supplier designs the mezzanine. The existing slab is not their scope, and unless someone explicitly owns that check, it falls between the supplier and the consultant.

What the submission must show:

  • Column base plate loads at each position
  • Existing slab thickness and reinforcement
  • Punching shear capacity against the imposed load
  • Base plate sizing
  • Ground bearing conditions

The compounding risk. A comment round is annoying. Discovering the slab is inadequate after the column grid is fixed and the mezzanine is fabricated is materially worse — the remedies are larger base plates, more columns at closer centres, local slab thickening, or reducing the design load, and several of those change the grid.

The fix: establish slab capacity before the mezzanine layout is fixed. Where original slab drawings are unavailable, decide early between a conservative assumption and physical investigation — coring and rebar scanning frequently proves the slab is fine and avoids unnecessary strengthening.

Cause 2 — Fire Provision Not Designed or Budgeted

Programme cost: 2–4 weeks, plus unbudgeted construction cost.

The core issue. A mezzanine changes the fire strategy of the space beneath it, and submissions frequently arrive with the structure fully designed and the fire implications unaddressed.

What gets flagged:

  • No under-deck sprinklers. Ceiling sprinklers cannot protect the area beneath a solid deck. This is the single most common fire comment.
  • No hydraulic recalculation. Adding heads adds demand; the existing system's capacity must be demonstrated.
  • No smoke detection beneath the deck. Same obstruction logic as sprinklers.
  • No emergency lighting on the mezzanine, stair and ground-floor escape route.
  • Fire rating of the structure not addressed where occupancy and area require it.

Why it is a budget problem as much as an approval problem. Under-deck sprinkler installation is a real construction cost — pipework, heads, potentially a supply or pump upgrade. Operators who budgeted steel and decking find a significant additional item appearing after the design is committed.

The fix, and the ordering that matters: get fire strategy input before finalising the deck specification and stair positions. Two specific decisions pay for themselves:

1. Open-grid versus solid decking. Where the operation permits grid decking, sprinkler discharge can pass through, potentially removing the under-deck requirement entirely.

2. Stair position. Fire requirements drive stair position, and stair position drives the column grid. Resolving fire first prevents a structural redesign.

Cause 3 — Escape Distances and Cause 4 — Declared Use Mismatch

Cause 3 — Means of escape does not work from the mezzanine position.

Programme cost: 2–4 weeks, and potentially a layout change.

Travel distance is measured cumulatively — from the furthest point on the mezzanine, down the stair, and along the ground floor to a final exit. A compliant staircase does not rescue a mezzanine positioned at the back of a deep warehouse, because the ground-floor run consumes the allowance.

What gets refused:

  • Cumulative travel distance exceeding the permitted maximum
  • A single staircase where area or occupancy requires two
  • Staircase discharging into a racking aisle, a dead end, or a position that lengthens the route
  • Dead-end conditions on the mezzanine exceeding permitted limits
  • Escape width insufficient for the calculated occupancy

The fix: treat escape provision as a layout driver, not a compliance check applied afterwards. Where the mezzanine must sit deep in the building, the answer is usually a second stair positioned toward an alternative exit — which needs to be in the design from the start, because adding it later moves columns.

Cause 4 — Declared use does not match intended use.

Programme cost: a fresh structural submission, or a compliance problem later.

Mezzanines are approved for a declared imposed load — office, light storage, general storage, heavy storage. The declaration appears on the approval and constrains lawful use.

The pattern: an operator declares office use because it is cheaper to design and approve, then uses the mezzanine for pallet storage as the business grows. This is a compliance breach and a genuine structural risk, and inspections do find it.

The fix: declare realistic future use at design stage. Designing for storage rather than office loading costs modestly more upfront; upgrading afterwards means a fresh structural submission and potentially strengthening works.

Cause 5 — The Mezzanine That Is Already Built

Programme cost: highly variable. Best case a regularisation submission; worst case removal.

This is a genuinely common situation in Dubai warehouses, particularly on units that have changed tenant several times. A mezzanine exists, nobody has the approval, and it surfaces at a Civil Defence inspection, a licence renewal, a property transaction or a lease exit.

What regularisation involves:

1. Establish whether an approval exists. Check with the authority — sometimes an approval was obtained by a previous tenant and simply never handed over.

2. Survey the as-built condition. Actual dimensions, member sizes, connections, base plate details, deck construction.

3. Structural assessment against current standards, including the punching shear check on the existing slab.

4. Fire assessment — under-deck sprinklers, detection, escape distances, emergency lighting.

5. Submit for regularisation with as-built drawings and the supporting calculations.

6. Remedial works where the as-built condition does not comply.

Realistic outcomes:

  • Approved as-built — where the structure is sound and fire provision is adequate or can be added
  • Approved with remedial works — most common. Typically adding under-deck sprinklers, upgrading edge protection, adding a second stair, or strengthening
  • Refused, requiring removal — where the structure is fundamentally inadequate, the slab cannot carry it, or escape provision cannot be made to work

Practical advice if you have inherited one: deal with it proactively rather than at inspection. A regularisation you initiate is a normal submission. One triggered by an inspection notice comes with a deadline and, potentially, a restriction on using the space in the meantime.
