Nursery and School Fit-Out Approval in Dubai

KHDA FirstDubai MunicipalityCivil DefenceLease TimingOpen Questions

A nursery fit-out fails most expensively at the lease stage: a compliant build in premises the regulator will not accept. Published guidance disagrees on floor levels and even on the licensing authority, so the safest approach is to get written confirmation before you commit.

How to confirm requirements
Fitting out a nursery or early childhood centre in Dubai combines an education regulator's approval with normal building and fire approvals. The golden rule from consultants in this sector is consistent: do not sign a lease or start fit-out until the regulator has given a preliminary view of the site. Published guidance is less consistent elsewhere. Sources disagree on whether upper floors are acceptable, none we read gives an official space-per-child figure, and one says nurseries now need Ministry of Education approval while others name KHDA. KHDA's website was unreachable when we prepared this guide, so the points below rest on published summaries. Confirm them in writing.

These are the points where published guidance conflicts or runs out:

The Order That Protects Your Lease

A sensible sequence, drawn from consultant guidance:

1. Trade name and initial approval

2. Regulator's concept and location view

3. Lease, once the location is acceptable

4. Design and fit-out approval with Dubai Municipality or the relevant authority

5. Civil Defence approval and works

6. Premises inspections

7. Final operating licence

Negotiate a lease condition linking commitment to the regulator's acceptance if you can.

02

Expanding an Existing Centre

KHDA's service page on expanding an early childhood centre, as indexed in search results, lists a building plan approved by Dubai Municipality or the relevant licensing authority, then a completion certificate and a Civil Defence conformity certificate. The expansion must be physically connected to the existing premises and operate under the same licence.

That last point rules out many expansion ideas. A unit along the corridor that is not physically connected may not qualify.

03

Fire, Layout and Design Priorities

Young children cannot self-evacuate, so Civil Defence design deserves early attention: exit routes, travel distances and fire separation from any other occupiers. Sharing a building adds complexity.

If the unit was approved as something else, you may also need the change of use route. For fire approvals see the DCD checklist.

Frequently Asked Questions

01Do I need KHDA approval before starting a nursery fit-out?
Consultants in this sector advise getting the regulator's preliminary view of the site before signing a lease or starting fit-out. Confirm the current process with KHDA directly.
02Can a nursery be on an upper floor in Dubai?
Published sources conflict. One says ground floor only, another allows the first floor with the youngest children on the ground floor. Get written confirmation for your unit before signing a lease.
03What documents are needed to expand a nursery?
KHDA's service page, as indexed, lists a Dubai Municipality-approved building plan, a completion certificate and a Civil Defence conformity certificate. The expansion must be physically connected and operate under the same licence.
04What is the space requirement per child in a Dubai nursery?
We found no official figure in the sources reviewed. Ask KHDA for the current requirement rather than relying on an unverified number.
05Does a nursery need Civil Defence approval?
Yes. Fire and life-safety approval and a conformity certificate are part of the process, and evacuating young children makes this a critical design issue.
