A mezzanine floor inside a warehouse is reviewed as its own structural submission — live-load capacity, staircase and means-of-egress design, and fire separation from the ground floor all need dedicated engineering, separate from the warehouse's base fit-out permit.

DM Approval for Warehouse Mezzanine Floor Structural Design (2026)

A warehouse mezzanine is not a minor structural add-on — DM and DCD review it as a distinct structural and life-safety submission layered on top of the base warehouse permit. The live-load calculation has to match actual use: a mezzanine intended for pallet storage or racking needs a materially higher load rating than one used for light staging, and DM's structural reviewers routinely reject submissions using a generic 5kN/m² figure without confirming it against the declared use. Once mezzanine coverage crosses a threshold percentage of the warehouse footprint, Civil Defense requires a second independent staircase sized to travel-distance rules — a single ladder-access design is the most common reason mezzanine submissions bounce back. We size the steel structure, egress staircases, and fire separation from the mezzanine's actual intended load and coverage from day one, so the structural design DM approves is the one that also clears the separate DCD life-safety review.

Mezzanine Structural Standards

  • Live-Load Certification: Cold-formed or hot-rolled steel mezzanine structures require a stamped live-load calculation — minimum 5kN/m² for storage use, higher for racking or machinery loads.
  • Means of Egress: Mezzanine floors above a minimum area threshold require a second independent staircase meeting Civil Defense travel-distance rules, not a single access ladder.
  • Fire Separation: Depending on mezzanine coverage percentage, a fire-rated separation or sprinkler extension between the mezzanine and ground floor may be mandatory before DCD sign-off.

The Missing Second Staircase
